Alan Oliver



Expertise - Analysis of Political Development, Elections and Elections Law, Strategic Communications, Environment and Energy Policy; Regional Specializations: Central America, Central Asia, US

Prior to joining STRATEGIC POLICY CONCEPTS, Allan served as the Florida State Campaigns Director for the League of Conservation Voters, the political arm of the environment movement. He managed a field operation of 30 paid staff and several hundred volunteers, which canvassed over 280,000 doors to persuade undecided voters and identify Kerry supporters in targeted swing precincts. Allan developed and managed the implementation of the state campaign strategy, including targeting, message, voter contact, volunteer recruitment, earned media, and community outreach. In its targeted counties, LCV's candidate earned 75,000 more votes than in 2000 and outperformed the national goal by 32,000 votes.

As a William Hodson Fellow for International Public Service, Allan earned a Masters in Public Administration from Harvard University Kennedy School of Government. After the Kennedy School, Allan spent two years as the country director for the National Democratic Institute for International Affairs in Kazakhstan. A USAID grantee, NDI implemented democratic development programs to train political parties, civic advocates and election monitoring organizations. NDI' partners launched several national campaigns to reform election law, democratize housing, and block repressive measures to limit youth freedom of association. The Organization for Security and Cooperation in Europe invited Allan to serve as an election monitor during Kyrgyzstan's first local elections and later constitutional referendum. Allan managed a nationwide domestic election observation of the 2002 Parliamentary By-Elections in Kazakhstan with over 260 independent observers covering 90% of all the precincts and providing a report of election law violations presented to the OSCE and Central Election Commission.

In June of 2003, the Organization of American States invited Allan to serve as an international election monitor and consultant on politically-related conflict for the presidential election in Guatemala. As consultant, Allan was sent to investigate incidents of politically related violence and to establish observation plans to limit election-day violence.

Prior to attending Harvard, Allan served as the Municipal and NGO Development and environmental management extensionist for the United States Peace Corps. For four years Allan also served as the Program Director for the World Affairs Council in Seattle.

Throughout his career, Allan has served nonprofit organizations, including as co-founder of the Assoicacion para el Desarrollo Integrado y Sosenible Del Oriente (Association for the Integrated and Sustainable Development of the East), a community-based non-profit organization created to manage the Volcano Ipala National Park. He has served on the board of directors of the United Nations Association, the Public Policy Research Center (A Soros affiliate) as well as the Academic Affairs Committee for the Kennedy School of Government at Harvard.

Allan has given presentations and written articles on national issues such as environmental protection, transportation, and energy development and international issues such as political party development, political communications, issue advocacy, citizen participation, municipal government development, and election monitoring. He has been interviewed and appeared in the New York Times, Washington Post, Salon.com, Chicago Tribune, Orlando Sentinel, La Prensa Libre, El Nuevo Dia, RadioPaz, National Public Radio, Univision and TV affiliates of Fox News, ABC News and NBC News.

Allan speaks fluent Spanish, intermediate Russian and has traveled extensively for work throughout the former Soviet Union, South Asia, Western Europe, Central and South America, and Cuba.

Parag Khanna



Expertise - South Asia, European Union, Terrorism, Corporate citizenship

Parag Khanna manages the Global Governance Initiative (GGI) of the World Economic Forum, based at the Brookings Institution in Washington, D.C. GGI is an independent, international project to assess the level of effort and cooperation among governments, the private sector, civil society and international organizations in implementing the United Nations Millennium Declaration. He is also a member of the Forum's Global Agenda Team, which builds medium-term scenarios on global issues for the Forum's Annual Meeting in Davos and its regional summits. At the Forum, Parag also led projects on corporate responsibility and risk assessment.

Prior to joining the Forum, Parag was a Research Associate at the Council on Foreign Relations in New York, where he conducted research projects on terrorism, conflict resolution in Central Asia, U.S. policy towards South Asia and defense policy.

Parag holds a Bachelor of Science in Foreign Service and International Affairs and a minor in Philosophy from the School of Foreign Service at Georgetown University, a Masters Degree from Georgetown's Security Studies Program, and studied at the Freie Universitaet Berlin.

Parag's essays and reviews on South Asian affairs, global governance, terrorism, corporate strategy and other issues have appeared in publications such as The New York Times, Financial Times, Policy Review, The National Interest, Foreign Policy, Los Angeles Times, Slate.com, Survival (U.K.), Current History, Georgetown Journal of International Affairs, New Statesman (U.K.), Strategy+Business, Washington Times, Daily Star (Lebanon), OpenDemocracy.net (U.K.), TheGlobalist.com, and Correspondence. Matthieu Zellweger, PhD



Expertise - International Political Economy, Political Economy of Environment and Energy, Healthcare, Biomedical issues

Prior to joining the Network of Strategic Policy Concepts, Matthieu was the Senior Manager for the community of Engineering & Construction member companies of the World Economic Forum, and the Scientific Advisor of a legal practice based in Geneva, Switzerland, but with offices in multiple countries including the United States. During these assignments, he managed projects on health, public health, environment and corruption issues. He previously worked as a Research Scientist at the Swiss Federal Institute of Technology - Lausanne, Switzerland, and in the R&D division of Aisin Cosmos, Kariya, Japan.

Matthieu holds a PhD in Biomedical Engineering from the Swiss Federal Institute of Technology - Lausanne, Switzerland, and an MSc in International Political Economy from the London School of Economics. He has published 15+ papers in peer-reviewed international scientific journals, and holds two patents. He has recently been appointed as a lecturer in International Political Economy at the International University in Geneva.

Matthieu speaks fluent French, English, German, Italian and Spanish, and intermediate Japanese. He has traveled extensively around the world, with a preference for Asia.
